Mod Name / Version: Surpress the "Edited By" tag for Admins and Mods 7.0

Description: This allows admins and mods to unselect the box to mark post "Edited By".
This is handy when the Admin or Mod wants to make technical changes to the post without
appearing as if they have edited the content
